THURSDAY NOVEMBER 5 UPDATE — LATER NOVEMBER 4 COUNT. The county’s 7:40 p.m. November 4 results show 13,615 No votes (52.6%) and 12,257 Yes (47.3%) on Vacaville Measure V, the proposed 1-percentage-point transactions tax. The No lead is now 1,358 votes, compared with 331 in the earlier batch described below. These numbers are preliminary and pending the legal canvass. The old figures are provided only to document how the count changed.
Earlier election-night count
VACAVILLE, Calif. — November 4, 2026, evening editorial review. The first published count on Vacaville’s proposed additional one-cent sales tax shows a relatively close lead for opponents. For Measure V, the early Solano County election-results table published by Local News Matters lists 7,925 No votes (51.07%) and 7,594 Yes (48.93%), a No advantage of 331 votes among 15,519 reported votes.
What Measure V would do
The official ballot description calls Measure V the Vacaville Essential Services Measure of 2026. It proposes an additional 1% transactions-and-use tax expected to generate approximately $28 million annually for general municipal purposes, including emergency response, police and fire services, infrastructure, parks and other local services. The measure text refers to citizens’ oversight, audits and public reporting. These are the measure’s stated purposes and estimates, not a guarantee of revenue or outcomes.
How close is the vote?
The reported gap of 331 votes is small enough that the final position could change after additional eligible ballots are processed. The number of ballots yet to be counted within Vacaville is not established by the countywide figure. The Vallejo Sun reported on November 4 at 4:51 p.m. that approximately 40,000 ballots remained across all of Solano County, while 113,837 had been counted. This does not indicate what portion affects Measure V.
Who certifies the result?
The Solano County Registrar of Voters oversees later reporting and the canvass. Until its final certification, the correct description is that No leads in the referenced early count, not that the measure has conclusively failed.
