VACAVILLE — CALIFORNIA58 LOCAL. Vacaville has adopted governance rules for a five-member Sales Tax Citizens’ Oversight Committee to add public scrutiny of local tax revenue and spending. The City Council acted on the committee’s guidelines in August 2026, and the city’s September recruitment announcement set an October 5 application deadline.
Local context and next steps
The committee is initially responsible for reviewing reports on Measure M, a voter-approved local transactions and use tax. Under the city’s stated rules, its scope may expand to any Measure V revenue only if that separate measure is approved. As of November 3, no result from the day’s election is established in this article.
Committee members are expected to review revenue and expenditure reports, consider annual independent financial audit results and prepare a public report for the City Council. The oversight body does not directly approve expenditures, set budget priorities or manage city departments.
Vacaville expects the volunteer committee to meet at least quarterly, with the first meeting anticipated in January 2027. The published application deadline has passed, so residents should not assume new applications are still being accepted.
People who want to follow how local money is spent can review committee agendas, financial reports and council proceedings when they become available. Public transparency requires more than a committee’s name; the usefulness of oversight depends on the quality of records and scrutiny.
